15th Annual Session of the Global Energy Parliament

December 13-14, 2025


The two-day fifteenth Global Energy Parliament on “Inner Heat, Outer Heat: The Emotional Climate Shaping Our World" was held online from December 13-14, 2025, attended by participants from 20 countries.  Inaugurated by the President of Mauritius, Dharambeer Gokhool, the parliament concluded with the passing of six Acts of Parliament and seven resolutions that enable individuals and society to preserve the natural heat and chemical balance in fields from education to space science.


The six Acts passed by the House were: 


•    Purity of the Five Elements Through Scientific and Technological Regulation Act, introduced by Minister for Science and Technology Dr. Christophe Dumas 
•    The International Act for Monitoring Infectious Diseases and Their Lasting Effects, introduced by the Minister for Health Dr. Folker Meissner 
•    Eradication of Toxic Chemicals, GMOs and Geoengineering Act, introduced by Minister for Environment Lady Carla Davis 
•    The Water Protection Act, introduced by Minister for Water and Natural Resources Prof. Dr. George Varghese 
•    Education With Focus on Child Development Act, introduced by Minister for Education Dr. V. Reghu 
•    The Human Climate Act, introduced by Minister for Social Welfare Prof. Dr. Rajeswari K. 


Further, the GEP Research Centre resolved to undertake a Sustainable State Model Project for the nation of Mauritius by researching its land use patterns and providing a recommendation for future development based on the GEP energy-balance model.

In the Inaugural Address, the President of Mauritius warned of the ”unprecedented and dangerous imbalance between people and our planet,” and appealed “to all leaders to join hands and promote this GEP international initiative to recalibrate and rebalance the Inner Heat and the Outer Heat.” 

He stated that he would “pay special attention to the deliberations of the GEP ... and [would] convey to the Mauritius government the proposals and recommendations of GEP for appropriate actions.” 

The Governor of West Bengal, Dr. C.V. Ananda Bose, remarked that Swami Isa's scientific and educational philosophies and experiments, based on ancient Indian philosophy, are a source of hope for the global community to overcome the heat imbalance that affects society and environment alike.”

Jagadguru Swami Isa, in his Address, emphasized the crucial role of heat as the driving force behind all chemical processes, the very foundation of life itself. The origin of heat can be traced to the sub-quantum—or causal—level, he noted, so it is inherent at all stages of existence. Consequently, research on the causal plane must be the starting point for scientifically assessing any heat imbalances on Earth, he explained. 

Dr. Christophe Dumas, Director of the GEP Research Centre, delivered the Theme Note, elaborating on how the pollution of each of the five elements (Earth, Water, Fire, Air, Space) in nature affects human chemistry and emotional heat. He recommended balancing practices like meditation, emotional regulation, and reconnecting with nature to restore mental balance.

 


Keynote Address

Former Indian Space Research Organisation Chairman Dr. S. Somanath proposed a ‘Global Energy Balance Index’ which would combine satellite data with human well-being indicators to create a single global measure of planetary balance. The House unanimously voted to adopt the proposal.

Question Hour

In the Question Hour chaired by the Speaker Dr. Kiran Vyas, Members of Parliament voiced their observations on the effects of imbalanced heat across all areas of society, from Environment, to Urban Planning, and from Education to Parliamentary Affairs. Addressing these issues, many Ministers highlighted the importance of implementing the I-Theory and Education for Total Consciousness to arrive at lasting, balanced solutions.

Expert Hearings

The GEP conducted two expert hearings to give insights into the latest research shedding light on the interplay between outer and inner heat. The first expert panel was moderated by Dr. Folker Meissner. Charlotte Rose Mellis, entrepreneur from Australia, outlined the restorative capacity of regenerative business, calling for dialogue between indigenous wildlife communities and modern urban systems. Epidemiologist Dr. Blesson Varghese detailed the life-threatening effects of heatwaves, especially on vulnerable populations. Dr. Barbara Easterlin, U.S. psychologist, shared her work in climate psychology, focusing on mental health challenges arising from anticipated or experienced climate change events. She emphasized that providing space to articulate difficult emotions can open pathways towards hope, resilience, and creative problem-solving. Swami Isa responded pointing at the need for an education that connects the outer and inner worlds to enable humanity to calamities by learning not to disturb the natural balance.

 


The second Expert Hearing chaired by Dr. Kiran Vyas invited agriculturalist Prof. Dr. Andre Leu, economist Dr. Gigi Foster, and clinical neurologist Dr. Emma Lawrance to provide further evidence of the ways in which the outer and inner chemistry affect one another and are quickly deteriorating. Prof. Leu highlighted that organic and regenerative agriculture can reduce pesticide-related health risks and build healthy, biodiverse soils. Dr. Foster stressed that restoring critical thinking, citizen voice, and community resilience is essential for societal well-being and collaboration across differences. Dr. Lawrance emphasized the need for policies that support both mental well-being and climate goals, creating healthier, more resilient communities.





Swami Isa’s Conclusion

In the Concluding Address, Jagadguru Swami Isa, Founder of GEP, stated that the pathway to permanent happiness, peace, and fulfilment is forged through human understanding of scientific theory—from the Standard Model to the quantum plane and beyond—and its application to both the external and internal worlds, bringing the two into balance. He explained that this integrative process advances knowledge of prana (life energy), emotion, and thought, guiding the individual from a fluctuating, vibrating reality towards a stable state of total consciousness. It has long been described in the ancient tradition of Ashtanga Yoga, expressed through a different vocabulary, he said.
